IRCC Invites 2,000 Candidates to Apply in November 8 Express Entry Draw

The draw that took place on November 8, 2017 the Immigration, Refugees and Citizenship Canada (IRCC) has invited around 2,000 candidates in the Express Entry pool to apply for the Canadian permanent residence. Comprehensive Ranking System (CRS) score of the candidate with the lowest rank was 458 and they were given the ITA.

The 77th draw to take place since the Express Entry was introduced in January 2015 will operate under new procedure and laws where the multiple candidates who have been tied with CRS scores their profiles will be ranked according to the time and date of the of the submissions of profiles. The profiles which have been in the pool for a longer period of time would be given a priority to get ITA over the newer profiles. This is known as to be the ‘tie-breaker” policy which was introduced by the IRCC and it was then considered as a policy for future. Therefore we can say that it might be possible that the candidates having the score of 458 CRS points haven’t been invited.

In the previous week, the two draws which happened, invited only the candidates who were eligible under Federal Skilled Trades Class (FSTC), as well as candidates with a provincial nomination. Candidates who have a provincial nominee obtained through PNP stream received 600 additional CRS points and an ITA.

Some of the draws which took place last week were from the exceptions rather than the norms. IRCC invited 795 candidates to apply in those draws. Most likely, this has been a contributing factor to the increase in the CRS threshold cut off.

After the last week draws the government has now announced the new multi-year Immigration Levels Plan for 2018 to 2020. Through this program, Canada expects to invite nearly one million new permanent residents over the three years and around quarter millions of those new entrants will be given admission through the federal economic immigration programs managed under Express Entry; Federal Skilled Worker Class (FSWC), the Federal Skilled Trades Class (FSTC), and the Canadian Experience Class (CEC).

As the government is planning to invite more people therefore they would have to arrange bigger draws which would give more eligible candidates to receive ITAs. The reason why IRCC has increased the number of given ITAs is that Express Entry has become one of the major drivers of the economy of Canada. It could also be that IRCC would now have bigger draws and more frequent than it used to be.

Mike, who is a 33 yearold software engineer. He has a Bachelor’s degree and has a 3 year work experience outside the country. His accumulates points are 459 which are sufficient for him to receive an ITA through the draws.

Lianne and Steve both aged 29 and they have been working as financial analyst for four years each. Both of them have high level English language proficiency although they have never worked or studied in the country. Their CRS score is 458 which would easily make them eligible to receive ITA through the draws.

“The latest draw can be seen as an anomaly. Indeed, you could also see last week’s draws in the same light. The number of candidates drawn in each draw over the past two weeks is lower than usual, and, as a result, the CRS cut-off threshold has increased for most eligible candidates.”

The good news is that IRCC is taking steps to improve the process even more. We can see that today with the introduction of the tie-break. A much bigger strategic change, however, is the new multi-year Immigration Levels Plan unveiled last week. Current and prospective Express Entry candidates have every reason to be optimistic that their opportunity will come.
